The Regional Planning Organization (RPO) concept was endorsed in fall 2007 by more than 40 regional stakeholders in the 3-county region of Geary, Pottawatomie and Riley Counties; and in cooperation with Fort Riley and Kansas State University. The three counties and their principal cities (Junction City, Manhattan, and Wamego) established a Steering Committee of elected officials, chambers of commerce directors, Kansas State University, and Fort Riley leaders in spring 2009 to explore options for a new RPO. The Final RPO Project Report, which laid out the framework for setting up the Flint Hills Regional Council, was submitted in December of 2009. The Flint Hills Regional Council was subsequently created in January of 2010.
